Can I use a Remote Desktop without connecting to Domain Active Directory?

The connection to the Domain Active Directory is recommended by Microsoft since the MS Windows Server 2012. In MS Windows Server 2016, it is necessary to be logged under a domain admin account for the RDP management setting, therefore you can't fully use RDP without the Domain Active Directory.
